F-D-Wha?

We all know that the FDA stands for "Food and Drug Administration". What's puzzling to me is who the FDA is working for. Is the FDA working for citizens of the United States, to scrutinize the food and drugs which are marketed and sold throughout pharmacies and markets? Or does the FDA work for the manufacturers of those products and goods?I only ask this question because of the numerous lawsuits which have been brought against pharmaceutical companies when their drugs ended up hurting patients rather than helping them, and when food was put on the shelf that turned out to be unsafe for human consumption.The latest issue that has come to light is the question of whether or not bisphenol-a (BPA) is safe.
